Oliver Luck is supposed to be the XFL commissioner. The XFL is expected to open up in 2020 as a developmental league with 8 teams.

I do expect to see teams in San Diego, San Antonio, New York, Orlando, and Portland(Oregon). Don't know where the last two teams will go.

They already have an AAF team in San Diego, San Antonio, Orlando, and I think Portland. It's unlikely they have two football teams in those cities (that's why STL has been given an XFL team...no AAF team in STL).
