Depends on how you look at it. Rams smart not to overpay for guys when they have at least one of them replaced on the roster already. Smart teams draft and develop. It keeps their cap more manageable and they get a constant influx of young, affordable talent.

Granted, you could say the Rams should have signed some of these guys long before F/A hit. But, negotiations are a two-way street; the player and his agent have to be willing to play ball, pardon the pun.
