Who actually received the relocation fee? And who pays it, the owner of the moving team?

This is hilarious. Then what's the incentive to get "permission"?

And do we know what the NFL does with the proceeds from these fees? Do these revenues get distributed to all of the teams? And I wonder what the justification is for even charging a fee in the first place?

The relocation fee for the teams in the 90's went to less than half of the owners and it went based on revenues.

The NFL can charge a relocation fee for an unauthorized move. The fee just needs to be voted on by the other owners but if they approved it their position in court would be weakened.
