Most likely scenario is everything fails and then they negotiate.

But i heard Fred calling in to the Beast and he didn't say anything about Rams only vote. Said they were about to vote on Carson and if it got 24, game over but most likely it would fail and they'd move on to the Jerry plan and then probably to negotiations.

But different people are reporting different things, not sure how reliable any of the information is going to be in real time...
