The Chargers amended the lease in 2003 and if you go back it was said the the team was going to be a free agent in 2008. Most of the PD posters just started following the story a year ago so they don't have any clue what went on prior to that. I also included an article with quotes from Marc Ganis, someone who is often quoted over at Rams Talk, on how fair the Rams proposal was for arbitration.

If the two sides still can't reach a deal, the Rams would eventually be free to relocate — after March 1, 2015, according to the lease.
