Feldt: Peacock Says St. Louis Aldermen Filibuster Could Result in 'Lost' Stadium Project

Brian Feldt of the St. Louis Business Journal has been covering the topic of the Rams' uncertain future and St. Louis stadium project since team owner Stan Kroenke unveiled plans for a stadium in Inglewood, Calif.

Feldt joined The Ryan Kelley Morning After on Tuesday to discuss several topics surrounding the Los Angeles situation, including the public hearings to be held in St. Louis, San Diego and Oakland next week.

We typed up several excerpts from the interview, which you can listen to by clicking below.

What do you anticipate we'll see at the St. Louis town hall meeting next week?

"I think there will be plenty of fans, plenty of season ticket holders. But you know the NFL is going to do what it thinks is in the best interest of the NFL. I don't think anything that anybody says here is going to sway the NFL one way or another. It'll be a good chance for fans to get out there and talk directly to the NFL...which hasn't happened yet and maybe get some frustration off their chest. But I don't think it's going to move the NFL one way or the other."

So why are they doing this?

"It's part of the process. If you look at the NFL relocation bylaws, this is one in a number of steps that needs to happen before the Rams can apply for relocation. Another is taking out advertisements in local newspapers. Stan Kroenke would have to give a list of reasons why St. Louis doesn't work for him as a market. Part of the process is these public hearings we'll see here next week. And then owners eventually will have to vote on that relocation."

Have you heard anything new about the St. Louis stadium plans?

"Dave Peacock and company have checked off all the public financing checkmarks he needs to do. The hold up right now is at the Board of Aldermen level. The mayor's office is still drafting the financing bill that will go before aldermen. We were supposed to see that in September, but it's dragged its feet. We expect to see the bill either tomorrow or next week. Probably get a vote out in November, which would put them in time to talk to NFL owners in December."

"I don't know if it's a huge obstacle. This is a little bit tougher of a process than (Dave Peacock) thought. It's politics. They're going to get some issues onto the agenda...and use the stadium as leverage for that. I don't know if the board of aldermen has the votes to shoot down this. I think the scarier aspect would be if Alderman (Antonio French) and some of his fellow aldermen start to fillibuster, which I don't know...if the task force can stop that. It could be a hiccup, it could be a big milestone. If it doesn't get out of the board of aldermen, it's a lost project. It's essentially dead."

"Even Dave Peacock has told me this could result in a lost project. The fillibuster is the interesting part. Can they filibuster long enough...where it doesn't come up for a vote? I would assume they have enough lawyers and experience to know how to get around it. But they haven't necessarily said they're confident they could."

I am really really starting to feel bad for the people of St Louis. I lived there for a few years, in the 80's .... well before the Zona Cardinals moved out and the LARams moved in. I really liked the place and the people.... and this has gotta be rough for them, especially with a media that's so dysfunctional.
