That letter is fake. They have the operating dates wrong. The landfill operated from the mid 40's til 1982. I'm going to look into this more closely, I'm pretty sure the operating owner they have listed in incorrect also.

The letter just says so long as the remediation measure previously approved are implemented and that the stadium activities will not interfere with remediation activities/maintenance measures, there shouldn't be any problems approving a stadium/office/retail space. Nothing we don't already know.

@STLNFLCHIRAID responded on one of Daniel Kaplan's tweets saying at first that the Carson EIR was released and the site was shovel ready but then he posted the link to the letter.

"This is to confirm that the Site will be suitable for the use of a NFL stadium and related use for offices, team training facilities, restaurants and retail spaces provided that (a) any required operation and maintenance of DTSC-approved remedial activities and systems are implemented; and (b) a land use covenant is recorded to ensure that such use will not interfere with any required operation and maintenance of DTSC-approved remedial activities or systems, and is consistent with the purpose of the land use covenant."

Exactly . If the DTSC can come up with / or use their already created remediation plan and they then go through that remedial process and then sign off that they will maintain the remediation procedures for all time, then I guess I'll go buy stock in some properly valued shovel manufacturers.
Meanwhile I'm taking my shovel to Inglewood. If Carson dies I'll use it to dig a hole for that Charaiders and bury their plan in it.

Maybe I should have read the letter, but it can't be true withouth the methane wells being dug and used for around a year or more...I am almost positive that nothing can be constructed, without this cleanup process being done..

(a) Except as provided in subsection (f) of this section, a land use covenant
imposing appropriate limitations on land use shall be executed and recorded when:
(1) Facility closure, corrective action, remedial or removal action, or other response
actions are undertaken pursuant to chapter 6.5, 6.8, or 6.85 of division 20 of the Health and
Safety Code, or article 1 of chapter 1, part 10.5 of the Education Code
; and
(2) Hazardous materials, hazardous wastes or constituents, or hazardous
substances will remain at the property at levels which are not suitable for unrestricted use
of the land.

(b) The Department shall not approve or concur in a response action decision
document which includes limitations on land use or other institutional controls, unless the
limitations or controls are clearly set forth and defined in the response action decision
document. Except as provided in subsection (f) of this section, any response action
decision document shall (1) specify that the limitations or controls will be incorporated into
an appropriate land use covenant as required by this section and (2) include an
implementation and enforcement plan. The Department shall provide public notice of
the response action decision document in a manner that meets the requirements of Health
and Safety Code section 25356.1(e)(2) or section 25398.6(i). DTSC will consult with
local agencies, including local reuse authorities, as appropriate.

It all goes back to what the Chargers submitted and the fact that they may have to change the existing cap and the pilings because of the stadium. That alone could take 2 years.
