Chargers won't move

Here's why...(from the Rams' proposal)...
Survey research and polling of Los Angeles fans have shown the Rams with
significantly more support than either of the other potential applicants. A January 30,
2015 Los Angeles Times poll showed that 62% of more than 35,000 Los Angeles fans
wanted the Rams to move to Los Angeles, with the Raiders receiving 33% of the vote
and the Chargers receiving 5% of the vote. A month later, another Los Angeles Times
poll was conducted after the Carson project announcement that included the option to
vote for one team or combination of teams. In this poll, 53% of the votes wanted the
Rams only to relocate to Los Angeles as compared to 17% for the Raiders and 6% for
the Chargers. When adding in combinations with the other two franchises, 60% of fans
wanted the Rams to return as compared to 30% for the Raiders and 20% for the
Chargers.
I submit that the Chargers will be approved to move to LA when CoC is built. HOWEVER, the Chargers will stay in San Diego until the new stadium is ready, and in the mean time, they will work out a deal for a San Diego stadium downtown and remain in San Diego.
There simply is not enough fan support in LA to justify the Chargers' move to LA.

I'm still going to stick with my first prediction (guess) and that's only one team in 2016.

I think Spanos has burned enough bridges he can't go back. Chargers will be successful in LA.
If, and I stress if, the Rams go to LA I think this is how it happens:
Rams and Chargers are approved for relocation, Raiders aren't. This breaks up the Raiders and Chargers partnership, and forces Kroenke and Spanos together. This is likely the only way that Spanos will agree to talk to Kroenke, because as long as he has the Raiders, he doesn't need the Rams.
The Chargers could then, in theory, return to San Diego, but more likely they will partner with Kroenke.
Rams and Chargers move, Iger comes with, Policy does not, Raiders are funneled relocation money to build their stadium.
Other scenario would be Rams are turned down.

Well, Charges could be approved to move in 2-years, which gives them enough time to "save" San Diego and build a downtown stadium there. Then, LA gets an expansion team after CoC opens.
So yup, we may see 2-approvals, but only 1-team in LA next year and the year after. That's my hunch.

I haven't looked closely at the SD and Oak "proposals" but how would splitting Stans relocation fee help those two cities. Spanos is also likely to try to wrangle some kind of market fee for the Rams coming into his perceived territory.

Just because a team is approved to move doesn't mean they have to. Of course delaying would find the straggler losing out on gaining market share momentum. It would seem more wise for the Chargers to decide on their own (after being approved) to stay behind (for now) and try and get their deal done there. Keep at it for a season or 2. If SD fails, then they move to CoC with major to compensation (so many scenarios) for losing out on the initial market share / sponsors, etc,,, at least at first. ESK would also be motivated to help Spanos is SD get something done. In the end, only StL loses and everyone else wins. And even StL has an actionable plan (with a few tweaks) to get expansion team down the road. But they better start saving up.

I don't think the polls Kroenke cited mean a lot. None were scientific, all just online polls conducted by the Times or ESPN. Yeah L.A. wants the Rams (and the Raiders) way more than they want the Chargers, but over time the Chargers would do just fine. Any team would. We're talking about NFL football.
But i also think Dean could easily stay in SD and be a hero. All would be forgiven in a heartbeat...

Totally agree. The polls cited were worthless imo. I happen to think that the Raiders and Rams probably have similar support here in LA with the Chargers significantly behind.
I don't buy, at all, that the Chargers have burned their bridge back to SD. In fact, quite the opposite. If somehow they ended up with a new stadium in SD, those fans would be thrilled and all forgiven - in a heartbeat. How hard is to say "This is what we had hoped for all along. We are thrilled that the Chargers will be playing in SD forever - for the best fans in the world"?

Agreed on the polls, the stronger part of that section was the focus groups done in LA.
I don't think Spanos can really go back to San Diego easily, there would need to be relationships repaired. More than St Louis, however I think San Diegans would be more willing to forgive, St Louis fans take things more personally from what I've observed. Much more of a sense of local pride, they're not Rams/Blues/Cardinals fans so much as St Louis fans.
