I was wondering about that myself. As far as i know we don't know who the two no votes were (or maybe we do and i forgot).

They do all the time. TIF money for strip shopping plazas. Tax subsidies and roads for factories etc.

But not on the level of the NFL. The city of St. Louis just gave like $10 million for Nestle Purina to move 300+ IT jobs here. The cost to keep an NFL team is now $750 million and climbing.
