I guess i don't really understand St. Louis politics. I figured it was like L.A., where the city council represents virtually everyone.

But it seems the city and county are distinct from each other in St. Louis.

So if i have this right, most of the season tick holders who want the stadium built and Rams saved are county residents whereas most of the real tough problems St. Louis is facing are largely in the city.

Yet the county has declined to pay (because they require a vote) but they want the city to pony up. And the city is where the need is for that money to be put to other uses.

If i do have this right (Ripper?), then i could see the alderman not passing the funding. They won't be subject to the wrath of the county voters where most of the stadium support lies...
