I listened. I'm not disagreeing with this post or with what the post says that Scott and BR said or with what Scott said the lobbyist said. But, that RRF post, which reflects what Scott said on his show includes:

has to work a deal out with spanos

carson may be a legal move by the league to force kroenke's hand to make spanos happy

kroenke may go rogue

if carson is approved the nfl then has the right to block stan


So, to me, from a logic standpoint, this plus other stuff Scott said, sure sounds like that it's not a done deal -- again according to Scott.
Stated another way, it's not a done deal until you get them to sign on the line which is dotted, and, according to Scott, they're definitely not at that point yet, but he says it's a done deal. Go figure.

If Carson gets approved, No NFL games in LA til 2020. Do the owners really want that?

Owners need to consider the 3 ring circus at Carson City Hall. Mayor Robles in the process of getting "recalled". 10 million in fudged book-keeping, can't imagine NFL wants to deal with all that. Carson is dysfuncutional.

Bring back Jim Dear! ( after he gets out of his psychiatric evaluation).

Tomorrow's the meeting! Anybody expect info? From what it sounds like the NFL asked for a media blackout leading up to the meeting.

NFL’s relocation guidelines don’t ‘matter one iota’

The task force charged with building a $1 billion NFL stadium along St. Louis’ north Mississippi riverfront has long clung to the league’s relocation guidelines as a safety net for keeping the St. Louis Rams in St. Louis.
But Mark Levinston, an attorney with Williams & Connolly who represented the St. Louis Rams when they moved from Los Angeles to St. Louis in 1995, said the NFL’s relocation guideline aren’t binding.

NFL executive Eric Grubman: Building a stadium is "very, very hard."

In fact, he told Street and Smith’s Sports Business Journal, the guidelines don’t “matter one iota.”

“It is written for litigation,” he said. “The goal is to be able to say to jurors, ‘We had a good reason,’ when the reality is, ‘We had 28 guys voting for God knows what reasons. And we don’t want all the discussion and back-room dealing and all the rest the focus of the case.’”
Levinston’s statements echo what NFL Executive Vice President Eric Grubman, who’s been in charge of relocation, said previously — that the guidelines are not a checklist of tasks designed to secure a team. Grubman’s full comments, made after the NFL’s town hall meeting in St. Louis, can be heard by listening to the audio file at the end of this article.

The analysis of the league’s guidelines comes prior to a busy week on the relocation front. On Wednesday, officials with the St. Louis task force will present in front of a joint meeting of the Los Angeles, stadium and finance committees in New York City to discuss proposed stadium projects. No vote is expected, but league officials expect each city to make a 45-minute presentation followed by a Q&A session with owners. Representatives from the Rams are expected to be present.
Leaders of the task force have said they will not speak to the media until following that meeting.
Just a few days later, the first in a series of public hearings regarding how the city of St. Louis would help pay for the stadium will be held at City Hall.
