Spotrac now has Kupp's 2022 cap hit at 17.8 mil, about 800k less than it was so it's hard to see how cutting Howard would've been about making cap room for Kupp's new deal...

And yet Gary Klein specifically says that's why Howard was (temporarily) cut:
