It certainly is unlikely to hurt St Louis's chances at keeping the Rams. It could be that Stan wants to make sure he informs Nixon why, and how he can fix the issues to make another team move there, it could be a sign that Stan isn't confident, and wants to ensure all options are good. At this point people will take what they want from the news, ultimately I don't know if it means much, but its probably not bad for the St Louis fans. At this point people will take what they want from the news, ultimately I don't know if it means much, but its probably not bad for the St Louis fans.
