I'll be surprised if the "like" angle win's LA. I can see it garnering enough help to perpetuate the charade, but not to pull the trigger. Look what category the Washington Post put Spanos / Davis in.

The Irrelevants
Spanos: A predictable vote Goodell can always count on; however, the Chargers’ owners are not seen as movers and shakers.
Davis: Perhaps the least relevant NFL owners; this could change if the franchise moves to Los Angeles.

Now that's doing LA right. lol

As much as I'd like to see ESK in the inner circle, his position is considered above that of irrelevant.
The Maverick: A real estate magnate, Kroenke could become one of the most powerful NFL owners if the Rams move to Los Angeles.

One of my concerns is that some of the owners don't want ESK in Goodells inner circle,, but he does have supporters there. If it does come to a vote, those 9 remaining "irrelevants" could be the one's who make the difference.

i also noticed that quite a few other owners aren't all that involved in league matters. So to me that's one less strike against Kroenke.
