Here's what I extracted from page 26...

In early 2015, after discussions
with Chargers representatives, the
Mission Valley site of the existing
Qualcomm Stadium was selected as
the best location for a new stadium
.
San Diego has remained open
to exploring alternate locations,
but Mission Valley has distinct
advantages.

It is the only location that can
meet the timeline goals of the
Chargers and the NFL.

The Mission Valley site is centrally
located within the San Diego
metropolitan area with access to
four major freeways within 2.5 miles.

It's a great site. No ocean view but who watching the waves during a football game?
The Chargers turned down a better offer than StL thinks is beyond denial. If want things to be normal again. Geez
