It's called creative contract structure. Bonus money spread out, roster bonuses and miniscule salary the first couple of years.

He could go for the money, which would be around 6.5mil/yr

Or possibly he could take 3mil/yr on the bottom half of the vets from the list you posted.

Here are the possible teams I've posted that he could possibly land:

I can see the RAMs offering a two year deal for 3mil/yr with a player's option.

The possibility of taking over within two years if Staff retires or gets injured.

Plus the endorsements he could make being here in the L.A. Market.

So is taking a lost of 6mil difference for two years,

could be worth it and a good chance landing a big payday.

Or going to a team that doesnt know how to utilizes his skill sets,

and missing a chance on a big payday? My money would go with the RAMs,

working and learning, getting experience under Stafford and McVay

I say offer him something that makes sense and if he leaves, he goes. Next years FA qb market is nuts. Also this last game shows our problems go beyond the QB. Though we need to move on from Perk and Wolf.

Not sure we can trust what former NFL GM Randy Mueller had to say, but it would be great if any of that was actually real. He thinks Baker stays. I won't object.
