NFL will not approve Carson over CoC unless trying to keep the leverage on San Diego up til their vote. I see this as a possibility. That might better explain the 6 month delay in Inglewood. Vote comes through in favor of SD, ESK builds Inglewood, if SD fails, Rams Chargers in Carson. I bet that is what happens but either way, Rams to LA 2016.
