I still think this is Spanos trying to milk SD. He'll go back to them and ask to put the ballot measure on if they move it to his location. He'll get concessions from the NFL for it.

How about that reference to a secret ballot only needing a majority (17) for approval? First I heard of that being a consideration. Inglewood might already be clo0se to that.
