Of course. They're adamant in their complete disregard of the Rams original lease and feel they can block the Rams by offering partial payment on a massive project with the Rams and the NFL picking up the overwhelming majority of the tab. They want to pat themselves on the back and pretend there was no top tier clause or arbitration process 4 years ago.
