They built a convention center and then added a team and all they have right now is a proposal no stadium has been built. So in 25 years they built a semi quasi stadium and until the proposal is accepted that is all that has been built. In fact if the Dome was truly a stadium they built they would have never said they could not shut down it down for refurbishing it. They could not shut the Dome down as it would have cost them conventions dollars. Sounds like a convention center to me.
