The Jacksonville thing sounds a lot like, though not stadium related, the money Rhode Island gave Curt Schilling to start and incompetently run into the ground a video game studio. The TL/DR version is, a fan of [team] clearly works in an area that controls where the $ goes... at least there might actually a piece of paper that ensures the pension fund is made whole... but with interest?
