First, did the Rams get the PsL money back in 94 or was it shared/split with the NFL or cVc?

In any event, PSL sales were used as public money in the Task Force riverfront bid so if they were expecting to sell new PSL for a new stadium "around the corner", then I can't see how it unreasonable to sell in an entirely different state.
