The NFL just needs one team to setup shop, create all the infrastructure, and provide a venue for an expansion team. It's a brilliant move on the NFL's part. Perhaps the Charaiders agree to stay where they are in exchange for a proportionately larger piece of the expansion teams' fees, and then use those proceeds to build new stadiums in their existing home markets.
