That clause has done it's good (or bad) depending on your point of view. Reneging on their deal is what will doom StL and it amazes me that the guys there downplay it. There whole last minute attempt to save themselves from themselves is fraught with chicanery. Breaking the deal was bad but their behavior since (and now public) only makes matter worse for them. I'm not in the political sector but I must say, if this is all S.O.P. I'd be looking for a more honest profession. Still their loss will be our (LA) gain. GO RAMS !!! GO DODGERS !!!
