If the Bengals choose black jerseys, I have to imagine Demoff and/or Kroenke will lobby the NFL to allow white-over-yellow Rams uniforms. I just don't see why the league would want those gray unis for their showcase event.

The city/town of Arlington Heights doesn't have the public money to fund a stadium. In addition the Cook County political machine won't facilitate an in-county move from the lakefront to the suburbs. The whole point of using a TIF is to finance a stadium when a local government doesn’t have money.
