The real difference is the length of time that the player is on IR. If a player was put on Saturday he is on IR for the entire year. If the player is put on IR after Saturday, his team can bring the player back after eight weeks. There is no difference in money.
Forget the recent arrest. McDonald ( must of had) previous issues with the substance abuse policy as opposed steroids drug abuse policy. Eight games means that you were in the protocol before this incident. It is why the Rams or no one else had showed any interest. They (NFL) knew about this problem.
The list does not include these four players because their contracts have not been filed with the league. I suspect that we will see more roster moves to free up more cap space. If you include these four and use the average annual salary we have between four and six lien left of cap space.
